Police: We Need to Help Each Other PDF Print
  

Assistant Chief of Bukit Aman’s Crime Investigation Department Kamarul Zaman Mamat emphasized that help and cooperation from the public are essential in order to achieve their objective in reducing crime. In an interview with Malaysian Digest, Kamarul said that people must help by informing the police of any criminal activities they are a witness of.

 

“Our main priority is to keep our city safe and to do this I appeal for the public to help us identify criminal activities in their area so that we can be more efficient in our work,” he told Malaysian Digest at his office.

He added that National Key Results Area (NKRA) labs have identified 50 crime hotspots and additional policemen have been sent to these areas. NKRA is an initiative of 1 Malaysia which aims at reducing crime and corruption as well as improving the transportation system which would be evaluated through the National Key Performance Indicators (NKPI) to provide the best service to the people.

 

 

African Crimes

 

Kamarul, whose D7 unit (D7 is an internal code) is in charge of investigating gangsterism, illegal gambling, prostitution and human trafficking, has also been monitoring the growing presence of Africans in certain residential areas which has caused uneasiness among locals.

“Locals can be intimated by them (the Africans) because of their burly figure and aggressive behaviour,” he said adding that these people just act like gangsters but they are not members of any secret societies.

So far he claimed that, according to police statistics, there have not been a substantial increase in crimes committed by Africans as far as his department’s jurisdiction is concerned (black money and other frauds comes under commercial crime department).

According to Kamarul who has 21-year experience with the police force, most of the cases he handled involved thefts, robberies (armed and unarmed), smuggling, break-ins, rape and assaults. He added that a majority of these Africans are Nigerians and most of them are registered as students at local colleges though they never actually attend any classes.

Some of those will get deported while others have to face their sentence according to Malaysian law (imprisonment etc). On the case of the Sudanese man who was charged for murdering toddler Aaliyah Aiman Hussin Abdullah in Kajang in October last year, Kamarul said that the trial is still ongoing and the Sudanese will face judgment according to Malaysian law. 

 


China Dolls


As for the never ending influx of prostitutes from China or ‘China dolls’, Kamarul said as long as there’s a demand for these China dolls the problem will keep recurring. A DSP in charge of gangsterism who was also present throughout the interview session added that there will always be a demand as these China dolls have the knack of charming their customers with the way they entertain their customers. Before long, their customers will be ‘hooked’ on them. GROs from Indonesia (the second largest number of sex workers in the country after China) are also known for their ‘special services’.

Kamarul also said that there have been cases where the girls were tricked and forced into prostitution but in most cases, they come at their own accord because of the good money.

Public Perception


When asked about the current public perception on the police force, Kamarul said that very few people don’t like the police and most of these people are criminals who, when faced with a predicament, will call the police for help anyway. He also pointed out that Key Performance Index of PDRM shows an increase of 7 to 27 percent arrests.
 
“Public awareness is important. Our goal is to keep our community safe by reducing crime as well as fear of crime.” he added.
