GEORGE TOWN, Nov 10 -- Tanjung Bungah DAP assemblyman Teh Yee Cheu claimed that the cause of the landslide at the affordable housing project site in Lengkok Lembah Permai, Tanjung Bungah on Oct 21, was due to three elements of negligence.

He said the three elements were negligence in giving approval, monitoring and compliance to guidelines.

"At least three parties are responsible for the landslide at the construction site. We must take heed to this information so that better and proper plans are drafted and all guidelines are followed.

"This disaster could have been avoided if all these matters were taken into account as the construction project was on a hillside. There was negligence as building construction had commenced before earthworks were ready, " he said when debating on the Supply Bill 2018 at the Penang State Assembly sitting here today.

In the incident on Oct 21, a landslide at the hill slope project claimed the lives of 11 workers comprising a local resident; five Bangladeshis; two Indonesians; two Myanmar nationals and a Pakistani when they were buried in the landslide.

Teh added that the topography also proved that the area was part of a hill slope thus dismissing claims by certain quarters that the landslide occurred on flat land.

"The topograhic position can determine that the site is on a hill slope and further up from the landslide area there is a river that is not known to all. I hope the Penang State Commission of Inquiry will take note of this," he said.
